Yes, there is ice on Big Rideau Lake. The lake is very big so there are still lot's of open spots but MacDonalds Bay is solid. You can already skate for more then a kilometer. Check it out. Notice Jim/Jake van der Schuit. Jake finished the grueling 100K on February 14, 1987 on Dows Lake and Rideau Canal in Ottawa in -26 C and will compete in the 60+ group on January 31st.
